How does one use this?

Was looking at the glados project and the thing that blew me away was the gladdos voice. Having used XTTS before I was surprised to see such an accurate version of its voice.
I installed espeak on my windows pc, located the voices folder... but I have no idea how to add the glados onnx file or how to load it in command line.
This may be incredibly basic to ask, but how does one load it and use it?
