Add model card metadata

This PR adds the pipeline_tag, library_name, and license metadata, ensuring the model can be found at https://huggingface.co/models?pipeline_tag=question-answering, as well as making clear to users which license the model uses.
Updated the license, borrowed the other changes. Thanks for the suggestion.
