Very low scores even the query and passage are related

When I tested this model I found the scores are very low even the query and passages are related.
For example the query is "How is the grain output in the government work report?"
and the passage is "Government Work Report This dataset contains the annual government work reports of our country."
The score is 0.19072403013706207.
